A camera takes in reflected light to make its image. If you set the camera to keep its lens open a long time in the dark, you can control the exact light that shows up in the picture. In the picture of Mr. Shelton on the left, we only reflected a little light on him and then had him leave the shot. It made a ghostly image and one of my favorite pictures that I have ever taken.
Look at this video of people getting really creative and scientific with light painting. The video is thousands and thousands of still images all put together into one long animation.
